Victor Veevers (1885–1968) was born in Bombay and trained at Thomason College of Civil Engineering in Roorkee, India, which qualified him for employment as a general photographer and photo-mechanical operator in 1904. His work for the Indian Railways as a poster artist in the 1930s is evocative of the transport poster style that was so popular in that era.

This poster promotes Darjeeling by Eastern Bengal Railway. It depicts two figures dressed in traditional Tibetan attire, likely Buddhist lamas, holding a wheel and rosary in front of a monastery in Darjeeling. They stand against a mountainous backdrop, with prayer flags fluttering in the wind. Established in 1855, the Eastern Bengal Railway was designed to connect Eastern Bengal with Burma (now Myanmar). Construction began in October 1859, and in September 1862, the first train ran from Sealdah (in Kolkata) to Ranaghat.
